Rain or shine?

It hasn't been the usual rainy season this year, having far less rains than before. By June, we'd normally have several typhoons lining up to enter the country already. As a result of the so-called drought, our dams are in danger of falling below normal level. If this continues, water might be rationed off to the rest of the metropolis and nobody wants this to happen. From what I've heard so far, we've decided on seeding the clouds to induce rain.

Well, it seems God heard our plight. We've been pestered with strong rainshowers the past few days, with an accompanying storm at that. Classes have already been suspended since yesterday. There's flood everywhere too. People have had to evacuate their homes due to the flooding.

Now, let's decide. We complain when it's too hot and there's hardly any rain. But when rains pour and floods rise, we get annoyed.
